Four princesses, four resolutions, four quite different mini games stacked behind one title, with the decorating sections the longest of them.
It is filed under dress up and fashion and only the Elsa part fits those tags cleanly. Read it as a variety game and it makes far more sense.

How to play Princesses New Year Goals
Choose a princess and finish her task before moving on, since each is a separate mini game rather than a stage in one build. The art wall and the bedroom are both placement jobs, so settle on a colour scheme before you start filling the wall or the floor. Elsa's section is the only conventional wardrobe and Tiana's is a set of food choices. Screenshot each finished screen, because nothing is kept.
