Uniform work is a narrow kind of styling and that narrowness is the appeal. Division colour, rank, and the handful of places the regulations leave open are all you get, so the character has to come through in face, hair and posture. Two figures in near-identical dress still have to read as two people, and making that happen with almost nothing to vary is a genuinely good exercise.

Decide early whether they match or contrast. Everything else follows from that one choice.
