Balance is the actual mechanic: every unit you build is either fighting or funding the fighting.
You lead a fantasy kingdom under invasion and spend your income on recruits, splitting it between soldiers and the people who collect taxes. Too many collectors and the line breaks, too many soldiers and you cannot afford the next wave. Finding that ratio takes a few attempts, and the game never states it.
Units are not left to themselves either. You can take direct control and place them in the path of what is coming, which turns it from a watching game into a hands on one.
