Fairy kei comes out of 1980s toys and pastel nostalgia, and it is a street style rather than a costume, which is the thing most people miss.

It is built on layering: pastel on pastel, soft knits over tulle, socks, oversized sweaters, and toy-like accessories used seriously. Everything is light, so the shape has to come from volume rather than from contrast. That means a fairy kei outfit with only two pieces almost never works. It needs the stack.
