Powerpuff Yourself

Front hair and back hair are separate choices here, which is rarer than it sounds and does more for the final shape than any other control.

Powerpuff Yourself is a character creator rather than a dress up game. You build a face first, picking eye size, iris style including the very round uwu ones, and an expression, then recolour features individually until the palette holds together. Only after that does clothing appear, with onesies, tops, bottoms, glasses, shoes, hand held items and pets.

There is no brief and no ending, so nothing scores you. It runs on a phone, and there is no save, so screenshot the avatar you want to keep.
