Kawaii Witch School

Witch and kawaii pull in opposite directions, and the whole design problem is deciding how far each one gets.

Go too cute and the witch disappears into a costume party. Go too dark and the kawaii half is just decoration on something gothic. The version that works usually keeps the silhouette witchy, pointed shapes, long lines, a heavy hem, and does everything cute in colour and detail instead.

A school setting helps, because a uniform gives you a shape to work inside. Once the shape is fixed you can push the colour as far as you like without the character falling apart.
